The Fishing Guild key item Serpent Rumors is required to start this quest.
Talk to Irmilant to start the quest. She tells you to obtain two Rare/Ex bait items, a Drill Calamary and a Dwarf Pugil, both of which can be found by turning in fish to Zaldon as part of the Inside The Belly quest.
Fish up a Gugrusaurus using the Drill Calamary and trade it in for a Saber Shoot. Fish up a Lik using the Dwarf Pugil and trade it in for an Opal Silk. Trade the Saber Shoot and Opal Silk to Irmilant. Wait one day and talk to Irmilant again to receive your Ebisu Fishing Rod.
